Continuity and change in path dependent regional policy development: The regional implementation of the Norwegian VRI programme.

Abstract: Despite being promoted as a fresh start, new innovation programmes tend to inherit structures and procedures from previous initiative. In this article we examine the regional implementation of the Norwegian VRI programme (Programme for Regional R&D and Innovation). Using insight from evolutionary theory, we elaborate on the coexistence of continuity and change in programme practice. We outline characteristics of previous programmes that have been followed in the new VRI programme, and track new elements and procedures that have been introduced. We found that this new programme does not mark a radical break with the past, and clearly illustrates path dependent evolution. On the assumption that “history matters”, our article contributes towards a more nuanced understanding of the various dimensions of path dependency.

The complexity of innovation: A relational turn.

Abstract: Recent contributions within the system of innovation approach are marked by an instrumentalism that views innovation as a predictable and standardized process that in most aspects counters theories and empirical observations stressing the multilevel, spontaneous and complex features of innovation. Informed by the relational turn within economic geography this paper develops and alternative analytical framework.We do this stepwise: fist, by elaborating on how innovation was originally defined within the systems of innovation approach: second, by outlining a relational based analytical framework based on the concept of social fields; and, finally, by demonstrating how it has been applied.

Abstract: På oppdrag frå Ålvik vekst Kvam KF har Senter for nyskaping gjennomført ei sluttevaluering av omstillingsarbeidet i Ålvik. Omstillingsarbeidet i Ålvik har vore gjennomført i perioden 2007-2011, som følgje av at hjørnesteinsverksemda Elkem Bjølvefossen skulle avslutte sin produksjon i Ålvik. Ålvik er ei einsidig industribygd med betydelig avhengighet av Elkem, og omstillingsarbeidet har vore utfordrande.

Abstract: Stord og Fitjar var omstillingskommunar fram til år 2007, og omstillingsarbeidet har vore organisert gjennom verksemda Samspelsforum for Stord/Fitjar (SNU AS). Stord og Fitjar er industrikommunar der næringslivet er prega av skipsfart ogleverandørretta offshoreverksemd, og sysselsetjinga svingar tradisjonelt med marknaden. Kommunane valgte å vidareføre SNU AS som kommunane sin næringsutviklingsaktør etter 2007.

Institutions as facilities for change? A study of the coherence between political regulations and innovations within the pelagic fisheries sector in Norway.

Abstract: Political regulation has traditionally been regarded as antagonistic to innovation, whereas the removal of regulations has been perceived as a precondition for innovations. This paper proposes an alternative position and claim that regulations can have various connections with the innovation process. Regulations can obviously restrict innovations, but they can also facilitate such processes. Systematic empirical research on the relation between political–administrative regulation and innovation has been moderate, and the debate has been highly anecdotal. This article presents an empirical study on how political–administrative regulation within the pelagic fisheries sector in Norway affects innovation. The study confirms that regulations had varied influences on the innovation process, and documents that actor’s appraisals of regulations were affected by whether a given regulation is beneficial for the firms and their competitive position or not. Finally, the paper corroborate that the implementation of regulations can promote innovation in firms by providing them with deeper insights into their production processes and to encourage a more intense focus on development and improvement. Implementation of regulations also implies learning, which can increase the firms’ abilities to innovate as well as their insight into the necessity of such practices. The analysis is based on survey data from processors and vessels in the pelagic sector.

Abstract: I dette arbeidsnotatet rapporteres funn fra en spørreundersøkelse blant subsea bedrifter i Hordaland. Formålet med undersøkelsen har vært å kartlegge karakteristika ved bedrifter i Hordaland som opererer innenfor subsea segmentet, og da med et særlig fokus på disse bedriftenes regionale forankring. En webbasert spørreundersøkelse ble gjennomført høsten 2009/vinteren 2010, og i vårt datamateriale inngår svar fra 74 bedrifter (svarprosent på 58,8). Arbeidsnotatet inngår som et av flere arbeider fra prosjektet ”Local cluster going international,” som er finansiert av Norges forskningsråd (MAROFF-programmet), NCE Subsea og NCE Maritime.

Abstract: Denne rapporten retter søkelyset mot bedriftenes erfaringer med VRI-satsingen i Hordaland. VRI programmet (Virkemidler for regional FoU og innovasjon) ble lansert i februar 2007 som Norges forskningsråds nye satsing på forskning og innovasjon med relevans for næringslivet i norske regioner. Rapporten kartlegger hvordan bedriftene er blitt involvert i satsingen, deres synspunkter på ordningen og noen resultater av deres deltakelse i prosjekter som har vært gjennomført med støtte fra VRI programmet. Analysen baserer seg på intervjuer med en rekke deltakende bedrifter og andre nøkkelinformanter som har vært involvert i arbeidet. Rapporten inngår som en del av SNFs følgeevaluering av VRI-satsingen i Hordaland
Hvordan regissere innovasjoner?

Abstract: Det å styrke innovasjonsevnen til bedrifter og næringsmiljøer er blitt stadig viktigere i nærings- og regionalpolitikken. En rekke nye innovasjonsvirkemiddler er blitt introdusert, men det kan synes som om disse ofte baserer seg på en overdreven tro på mulighetene for å planlegge og regissere innovasjonsforløpet og utviklingen av innovasjonssystemer. Innovasjoner er interaktive prosesser som foregår i komplekse samspoll mellom ulike aktører og institusjoner, og det er betydelig grad av usikkerhet knyttet til utfallet. Vi vil derfor argumentere for større grad av nøkternhet når det gjelder mulighetene for å styre slike prosesser.

Abstract: VRI (verkemiddel for regional forsing og innovasjon) er Norges forskningsråds nye satsing på regional FoU og innnovasjon. Gjennom å fremje samarbeid mellom FoU-instutsionane og næring skal programmet bidra til utvikling av regionale innovasjonssystem. Med utgangspunkt i erfaringar frå implementereinga av denne satsinga på regionalt nivå viser vi i denne artikkelen at det ikkje alltid er like enkelt å overføre ideane frå teori til praktisk politikk.

The contradictory nature of knowledge: a challenge for understanding innovation in a local context and workplace development and for doing action research

Abstract: The argument in this article is that knowledge is an important phenomenon to understand in order to discuss development and innovation in modern workplaces. Predominant theories on knowledge in organisation and innovation literature, we argue, are based on a dualist concept of knowledge. The arguments found in these theories argue for one type of knowledge in contrast to another. The most prevailing dualism is that between local and universal knowledge. We believe that arguing along this line does not bring us further in order to understand what knowledge is and what it does. We argue that there are contradictory arguments in the dualist conception of knowledge. We discuss how to move beyond this. We present a framework for discussing what knowledge is. We discuss what type of meta perspective will allow us to compare different knowledge kinds. We argue that insight into this has implications for understanding knowledge generation and innovation.
